On September 12th, the National Development and Reform Commission (NDRC) and the National Energy Administration (NEA) jointly released "Notice on Improving the Pricing Mechanism to Promote the Local Consumption of New Energy Power Generation" (referred to as the "Notice" below).The "Notice" clearly states that in accordance with the principle of "who benefits, who bears the cost", for the stable supply services provided by the power system, local consumption projects shall fairly bear fees such as transmission and distribution fees and system operation fees; projects not connected to the public power grid shall not pay stable supply guarantee fees. The improved pricing mechanism for local consumption specifies in detail the scope of local consumption projects, supply guarantee responsibilities, and economic responsibilities.
