On July 17, the Chongqing Municipal Commission of Economy and Information Technology issued "Work Plan for Cultivating the New Energy Vehicle Power Battery Recycling and Utilization Industry in Chongqing (2025—2027)". It proposes that by 2027, the city’s industrial system for power battery recycling and utilization will be basically improved, the industrial ecology will be continuously optimized, and a leading industrial base for new energy vehicle power battery recycling and utilization in western China will be initially established. The coverage rate of new energy vehicle power battery recycling networks in districts and counties will reach 90%; a number of recycling and utilization enterprises that meet the requirements of the Industry Specifications for Comprehensive Utilization of Waste Power Batteries from New Energy Vehicles will be cultivated, and more than 2 agglomeration-oriented recycling and utilization industrial bases will be built. The recycling rate of metal resources such as lithium, cobalt, nickel, and manganese will continue to increase; technologies such as component material extraction from waste power batteries and refined extraction of valuable metals will achieve continuous breakthroughs; and key common technologies such as intelligent and refined dismantling of power batteries and wet-process full-component resource recycling will be widely applied.
