On June 24, the Jiangxi Provincial Development and Reform Commission issued "Matters Concerning Further Improving the Time-of-Use Electricity Pricing Mechanism". The document states that except for winter months, an additional 2-hour midday deep valley electricity price will be implemented in other months. The floating ratio for the deep valley period will be expanded from the original 60% reduction against the flat period to 70%, while the annual floating ratios for peak, flat, and valley periods will be uniformly adjusted to 1.6:1:0.4. Line loss fees in the grid-connection link, transmission and distribution prices, system operation fees, government funds and surcharges will not be subject to floating adjustments. In addition, the document proposes encouraging industrial and commercial users to reduce electricity load during peak periods and increase electricity consumption during valley periods by deploying energy storage, carrying out integrated energy utilization, and other means, thereby lowering electricity costs by adjusting electricity consumption time periods.
