On June 27, the Ministry of Transport and four other departments issued the "Opinions on Promoting High-Quality Development of Inland Waterway Shipping” (hereinafter referred to as the "Opinions"). The Opinions stipulate that by 2030, the coverage rate of electronic navigational charts for China’s high-grade waterways will reach 85%; major ports along the main Yangtze River will achieve 100% railway access; the average net deadweight tonnage of the country’s inland motorized cargo ships will exceed 1,900 tons; and the pilot zone for high-quality inland shipping development in the Yangtze River Delta will be basically completed. It also mentions accelerating R&D of green ship power technologies and establishing a technical specification system for green and intelligent ships. Additionally, it calls for promoting green and low-carbon technologies in ports, encouraging in-port machinery and transport equipment to use new and clean energy such as green electricity, hydrogen, and LNG, developing distributed energy, and building inland near-zero-carbon ports.
