On March 18, the National Development and Reform Commission (NDRC) and other departments released the Opinions on Promoting the High-Quality Development of the Renewable Energy Green Power Certificates Market. The document mandates clear requirements for mandatory green power certificate consumption. It aims to accelerate the increase of green electricity consumption ratios in sectors including steel, non-ferrous metals, building materials, petrochemicals, and chemical industries, as well as data centers and other key energy-consuming entities. By 2030, their green electricity consumption should generally not fall below the national average renewable energy power consumption responsibility weight. New data centers in national hub nodes will be required to further increase their green electricity consumption beyond the current 80% baseline.In regions with suitable conditions, high-proportion green power consumption demonstration projects such as green power factories and parks will be established in tiered categories, with encouragement for achieving 100% green electricity consumption.
