On February 21, Premier Li Qiang of the State Council presided over an executive meeting of the State Council. At the meeting, the "Action Plan for Improving the Recycling and Utilization System of Power Batteries for New Energy Vehicles" was reviewed and adopted. The meeting pointed out that currently, power batteries for new energy vehicles in China have entered a stage of large - scale retirement. Therefore, it is of crucial importance to comprehensively improve the capacity and level of power battery recycling and utilization. It is necessary to strengthen the management of the entire chain, focus on clearing up blockages and pain points, and establish a standardized, safe, and efficient recycling and utilization system. Digital technologies should be used to enhance the monitoring of the flow of power batteries throughout their life cycle, enabling full - process traceability in production, sales, disassembly, and utilization.Legal means should be used to regulate recycling and utilization. Relevant administrative regulations need to be formulated and improved, and supervision and management should be strengthened. Moreover, efforts should be expedited to formulate and revise relevant standards, such as those for the green design of power batteries and the accounting of product carbon footprints, so as to lead and promote recycling and utilization through these standards.
